§ 70.12 GOLF CARTS.
   (A)   For purposes of this section, a "GOLF CART" shall be defined as a four-wheeled vehicle that is not under ordinary circumstances moved, operated, or driven at a speed not greater than 25 miles per hour. Municipal owned vehicles of this type are exempt.
   (B)   In order to operate a golf cart on any street, alley or road within the town limits, the driver of such a golf cart must have a valid driver's license and be at least 16 years of age. Drivers are subject to the same motor vehicle operational requirements as if operating a vehicle. All limitations and requirements to the driver's license of a driver of such golf cart shall apply when operating the same.
   (C)   All golf carts must have insurance on said golf cart and have proof of insurance in the golf cart at all times during the operation of said golf cart in the corporate limits.
   (D)   All golf carts must display a red or amber flashing light at times of operation. Said light must be visible from a distance of no less than 500 feet from the rear of the golf cart. In addition, said golf cart must be equipped with headlamps, taillights and brake lights that are in working order.
   (E)   All golf carts must be equipped with a rear view mirror, seat belts, and a slow moving vehicle sign.
   (F)   While in operation, golf carts must carry no more passengers than they were designated to carry, and all passengers must be seated and wearing a seat belt at all times. Any occupant that requires a car seat in a motor vehicle should also be placed in a car seat on a golf cart. Golf carts must yield to faster moving automobiles that are traveling in the same direction of the golf carts.
   (G)   While operating a golf cart within the corporate limits any operator must abide by all traffic laws in the operation of said golf cart.
   (H)   Any person who wishes to operate a golf cart in the Town of Edinburgh must register the golf cart and have said golf cart inspected at the Edinburgh Police Department. An annual registration fee of $25 will be charged and the registration must be with the golf cart at all times. Said registration will expire at midnight on December 31 of current year. Anyone who purchases a golf cart that has an existing registration with the town must re-register the golf cart into the new owner's name within seven days of such purchase.
   (I)   Anyone violating any of the provisions of this section shall be subject to a fine for $25 for the first violation, $50 for the second violation and $75 for the third violation. If a person is cited for a violation of this section more than three times, the registration shall be revoked and said golf cart shall be no longer be allowed to operate on streets, roads or alleys within the Town of Edinburgh.

TRAFFIC-CONTROL DEVICES
§ 70.20 AUTHORITY TO INSTALL.
   The Board of Trustees shall place and maintain official traffic-control devices when and as required under the traffic ordinances of this town to make effective the provisions of said ordinances. It may deem necessary to regulate, warn, or guide traffic under the traffic ordinances of this town or the state vehicle laws.

§ 70.21 MANUAL AND SPECIFICATIONS.
   All traffic-control signs, signals, and devices to be installed after the effective date of this traffic code shall conform to the then current Indiana Manual on Uniform Traffic Control Devices for Streets and Highways. All signs and signals required hereunder for a particular purpose shall be uniform as to type and location through the town. All traffic-control devices so erected, and not inconsistent with the provisions of state law or this traffic code, shall be official traffic-control devices.

§ 70.22 DESIGNATION OF CROSSWALKS.
   The Board of Trustees is hereby authorized to designate and maintain, by appropriate devices, marks, or lines upon the surface of the roadway, crosswalks at intersections, where in its opinion, there is particular danger to pedestrians crossing the roadway, and at such other places as it may deem necessary.

§ 70.23 DESIGNATION OF TRAFFIC LANES.
   The Board of Trustees is hereby authorized to mark traffic lanes upon the roadway of any street or highway under the jurisdiction of the town.

§ 70.24 EMERGENCY DEVICES.
   The Town Marshal is authorized to temporarily place official traffic-control devices when required by an emergency. The Town Marshal shall notify the President of the Board of Trustees of his actions as soon thereafter as is practicable. Such official traffic- control devices shall not remain longer than 30 days unless authorized by the Town Board.

§ 70.25 WHEN REQUIRED FOR ENFORCEMENT PURPOSES.
   No provision of this traffic code for which official traffic-control devices are required shall be enforced if, at the time and place of the alleged violation, an official device is not in proper position and sufficiently legible to be seen by an ordinarily observant person. Whenever a particular section does not state that official traffic-control devices are required, such section shall be effective even though no devices are in place.
