Sec. 8.091 POWERS AND DUTIES.
   The Planning, Zoning and Building Appeals Board shall have the power to hear and determine appeals where it is alleged there is error in any order, requirement, decision or determination made by the enforcing officer in the enforcement of the Zoning Code. The Planning, Zoning and Building Appeals Board shall also have the power to determine similarity of uses under the Zoning Code; to determine zoning district boundaries; to permit, in individual cases, exceptions to and variations from the zoning regulations as may be required to afford justice and avoid unreasonable hardship to property owners. The standards to be applied by the Board shall be established in the Planning and Zoning Code or by ordinance of Council. Any resolution overruling an action under or interpretation of the zoning ordinance by any Administrative Officer of the City must have the affirmative vote of four (4) members of this Board. Other determinations made by the Planning, Zoning and Building Appeals Board shall be implemented only upon an affirmative vote of a majority of those members appointed to the Board.
