The Director of Public Safety shall designate as fire zones those areas in and around each apartment building in the City which are necessary to provide access for fire-fighting equipment and apparatus and other public safety and emergency vehicles of the City in case of fire, explosion or other emergency. The Director of Public Safety shall give written notice of the designation of fire zones by certified mail to each owner of property on which one or more apartment buildings are located and such notice shall direct the owner and the person having charge of such property to post signs and establish such other markings as the Director may believe necessary to designate such zones clearly and distinctly pursuant to Section 353.03.
