The Chief Building Official shall make a written account and take all steps necessary to certify all costs to the County Auditor of his actions under Sections 1387.19 and 1387.20 and a proper description of the premises involved. Such amounts shall be entered upon the tax duplicate together with a penalty of fifteen percent (15%) of the total unpaid charges and be a lien upon the lots or land from and after the entry and be collected as other taxes and returned to the general fund of the City.
