(a) Every occupant of a dwelling unit shall dispose of all his refuse, rubbish and garbage and other organic waste which might provide food for insects and rodents in a clean and sanitary manner by placing it in plastic bags or a suitable rubbish container of sufficient strength to support the load which it shall contain. The bags shall not be placed on the treelawn of the dwelling until one-half hour before sunset on a day prior to rubbish disposal pickup, but not later than 7:00 a.m. on the day for rubbish disposal pickup. Empty containers shall be removed from the treelawn no later than 7:00 p.m. on the collection day. Every occupant of a dwelling unit shall contract with a commercial provider of residential refuse, rubbish and garbage disposal for collection of said refuse, rubbish and garbage on a regular weekly basis.
(b) In every multi-family dwelling the owner, operator or his agent shall be responsible for providing and maintaining suitable approved receptacles and other conveniences for the disposal of rubbish, garbage, refuse or other waste materials. In every multi-family dwelling the owner, operator or his agent shall contract with a commercial provider of residential refuse, rubbish and garbage disposal for collection of said refuse, rubbish and garbage on a regular weekly basis.
(c) Whoever fails to contract with a commercial provider of refuse, rubbish and garbage disposal is guilty of a minor misdemeanor as defined by the Ohio Revised Code. Each day such violation occurs or continues shall constitute a separate offense.
