An imposition of a penalty as provided in Section 1385.99 shall not preclude the Director of Law from instituting an appropriate action or proceeding at law or in equity to restrain, correct or abate the violation of an order of the Chief Building Official or his authorized representative under the provisions of this chapter or to prevent the occupancy of a building, structure or premises contrary to the provisions of this chapter.
