No fence or ornamental fence shall be constructed or erected without first obtaining a zoning permit form from the Building Department, and shall be accompanied by a diagram showing location, size, style and type of proposed construction. No fence permit can be approved without the applicant furnishing proof that property monuments are in place. Fees for fence permits shall be as provided in Section 1301.01. The Building Department is authorized to issue fence permits where the applicant is in full compliance with the terms, conditions and restrictions contained in this chapter. Fences on corner lots and other lots of unusual shape, or where unusual conditions exist, as determined by the Chief Building Official, may be submitted to the Planning Commission for consideration and approval.
