1301.01 TIME LIMIT; BUILDING FEES; DEPOSITS; REFUNDS.
   (a)   Calculating Aggregate Floor Area. The aggregate floor area shall be the sum of the gross horizontal area of the several floors, including basements, cellars and attics that are at least fifty percent (50%) habitable. All horizontal dimensions shall be taken from the exterior faces of walls, including enclosed porches and stoops.
   (b)   Time Limitation. Any permit issued for new structures shall become invalid unless the work authorized by it is commenced within six months after its issuance or if the work authorized by such permit is suspended or abandoned for a period of one year after the time the work is commenced, provided that for cause, one or more extensions of time for periods not exceeding ninety days may be allowed in writing by the Building Administrator. Any building permit issued to cover alterations, enlargements or remodeling shall become invalid unless the work authorized by it is commenced within thirty days after its issuance and that the exterior be completed within ninety days after issuance of the permit. One extension of time for a period not exceeding thirty days to complete the exterior may be allowed if requested in writing and approved by the Building Administrator.
   (c)   Refund of Permit Fees. Whenever the work for which a permit has been issued has been abandoned and is not to be done, such permit may be returned to the Building Administrator for cancellation and, after a deduction of ten dollars ($10.00) from the permit fee has been made, one-half of the balance of the permit fee, if any, shall be refunded.

      (13)   Engineering and/or Architect/Engineer plans review: There is hereby established a plans review charge for all plans submitted to the City Engineer and/or Architect/Engineer for review. The plans review charge shall be paid by the person submitting the proposed plans. The charge shall be the cost of the City Engineer's and/or Architect/Engineer time plus, in addition, ten percent (10%) to cover the City's administrative costs. A deposit of five hundred dollars ($500.00) shall be required at the time commercial/industrial plans are proposed for review for yard and parking and such costs of the Engineer's plan review costs, plus ten percent (10%) administrative costs, shall be deducted from the deposit. A deposit of five hundred dollars ($500.00) shall be required at the time commercial/industrial plans are proposed for review for grade and drainage and such costs of the Engineer's plan review costs, plus the ten percent (10%) administrative costs, shall be deducted from the deposit.
