Nothing contained in this chapter shall in any way be construed as affecting, limiting or regulating powers, authority or activity lawfully given to the Planning Commission and the Zoning Board of Appeals by the Charter of the City. Any declaration of the legal invalidity or unconstitutionality of any section, sentence or phrase of this chapter by a court so empowered by law to do so shall not in any way effect any other section, sentence or phrase contained herein as to legal validity or constitutionality.
