The Architectural Board of Review shall receive and promptly review and pass upon all drawings, data, reports and complaints filed in the Building Department, and forwarded by the Chief Building Official in the order filed for the purposes set forth in this chapter and according to any rules and regulations which may be duly adopted and published by the Board for the operation of its business. No rules or regulations that may be adopted by this Board shall be inconsistent with the stated purpose of this Board, the Charter of the City, the general and statutory laws of the State of Ohio, the provisions of this chapter or the Codified Ordinances of this City. The Architectural Board of Review shall immediately notify the Building Department, in writing, of action taken in each instance and no building or other permit shall be issued by any representative of the City, unless plans and specifications have been approved in writing by this Board.
