The Architectural Board of Review is hereby vested with the authority to exercise the powers and perform the duties provided in this chapter. The Board shall have the power to make its own rules of procedure with the following limitations:
(a) Its quorum shall consist of two or more members.
(b) All meetings shall be held at the City Hall.
(c) All official action of the Board shall require the affirmative vote of two or more members or temporary members of the Board.
(d) The Chief Building Official or his designated representative shall be present at all meetings of the Board, and shall be counted towards a quorum when less than quorum is present at any meeting, and shall be allowed to vote at any such meeting except that the Chief Building Official’s vote cannot break a tie vote.
(e) The official meetings of the Board shall be open to the public.
