(a) Deposits and inspection fees shall be paid, prior to starting work, to the Director of Finance at the City Hall.
(b) In addition to any other deposit that may be required hereunder, the Chief Building Official shall require an inspection bond, and/or cash deposit, on all building permits issued in such amounts as provided in Section 1301.01. The inspection bond, and/or cash deposit is to be deposited with the Director of Finance and shall be a condition precedent to the issuance of any building permit. The bond, and/or cash deposit is conditioned upon the permittee calling for the inspections required under the City Building and Zoning Codes. Upon the completion of the work under the permit, the bond, and/or cash deposit, is to be returned to the permittee provided he has complied with the conditions mentioned above. Should the permittee fail to comply with the provisions of the Building and Zoning Codes by neglecting to call for the inspections required thereunder at the proper times, then the cash bond required herein shall be forfeited to the City. Prior to the return of the cash bond to the permittee, the Chief Building Official shall deduct the inspection fees as are established under the provisions of this Building Code.
(c) Wherever the work for which a cash deposit has been made has been abandoned and is not done, or where the work is completed to the satisfaction of the Chief Building Official, such deposit may, at the direction of the Chief Building Official, be returned by the Director of Finance after deducting such amount as provided in Section 1301.01 for clerical fees and the cost of whatever extra inspection fees are found necessary by the Building Department.
(d) Any deposit required under the Building and Zoning Codes shall be deemed forfeited in the event that any building or other structure is occupied prior to an inspection by the Building Department and/or prior to the issuance of a certificate of occupancy.
