971.08 ENFORCEMENT.
   (a)   It is the right of any owner, manager, operator and their employees to inform persons violating this chapter of the appropriate provisions hereof.
   (b)   Any person who wishes to file a complaint hereunder may do so with the Police Division. The Chief of Police, through a person designated by him, shall implement the enforcement first by issuing a letter pointing out the requirements of this chapter.
   (c)   If the letter fails to bring about compliance with the provisions of this chapter, then a formal complaint may be filed in the Municipal Court.
