The right and need of those who wish smoke-free air are hereby recognized, and the health, safety and welfare of the residents of the City require regulation of smoking in enclosed places of public assembly and certain places of employment. It is also the purpose of this chapter to incorporate herein the regulations governing smoking in places of public assembly as set forth in Ohio R.C. 3791.031.
