Whoever violates any provision of this chapter for which no specific penalty is provided shall be fined not more than fifty dollars ($50.00).
However, any person accused of violating Section 969.02(c) may settle and compromise the claim against him by paying to the City, through the Division of Police, ten dollars ($10.00) within forty-eight hours of the time of the alleged offense, and if not so paid, twenty dollars ($20.00) within an additional seventy-two hours after the forty-eight hour time limit has run.
