(a) No person shall use the public boat launching facilities provided by the City unless he has applied for and been issued a permit as herein provided.
(b) The Director of Finance or his duly authorized representative shall issue a permit to any person who applies for one. The permit shall be effective for the calendar year in which it is issued and shall entitle the holder to use the public boat launching facilities when the facilities are open and maintained by the City.
A permit fee is hereby established and shall be collected at the time of the issuance of the permit in the following manner:

In addition to the annual boat launching permit, there is established a daily boat launching permit which may be acquired from the Police Division personnel or their representatives. The daily boat launching permit is three dollars ($3.00) for Eastlake residents and five dollars ($5.00) for persons residing outside of the City. The Director of Finance shall keep an accurate record of all permits issued and fees collected. The fees shall be credited to the boat launching ramp fund.
(c) No person shall park a motor vehicle and/or boat trailer in the boat launching parking area of the City unless the front yoke of the boat trailer has the permit issued hereunder permanently affixed, or that the daily pass is clearly visible through the front windshield, driver's side, on the car dashboard.
(d) Assignments: If the City assigns any rights hereunder to a governmental entity then, in that instance, that governmental entity has a right to set its own fee schedule. The foregoing fee schedule will not be applicable.
