Any person found guilty of violating the provisions of Section 349.22 shall be fined not less than ten dollars ($10.00) nor more than fifty dollars ($50.00). Any person found guilty of a second offense of violating the provisions of Section 349.22 shall not only be fined in an amount not less than ten dollars ($10.00) nor more than fifty dollars ($50.00), but shall forfeit the skateboard being ridden by that individual at the time he or she was apprehended for the violation in question, such skateboard to be confiscated by the City.
