12-2-5: OFF AIRPORT CAR RENTAL BUSINESS:

No person operating a car rental business shall pick up a person at the airport for the purpose of renting to such person a car or other motor vehicle without a prior written agreement with the airport commission to conduct such car rental business. (Ord. 51-14, 8-4-2014)
