A. No person shall park or permit to be parked any vehicle upon the streets or alleys merely for the purpose of displaying it for sale or storing it while not in use.
B. The city manager may issue to any person a special permit to park a vehicle on such streets or portions thereof designated for such from time to time only for the purpose of selling produce upon the public market and upon such conditions as the city manager shall prescribe. Such permit shall be either in the possession of the operator or on the vehicle at the time the vehicle is so parked. It shall be unlawful to violate any of the special terms or conditions thereof.
