It is a simple misdemeanor for any person:
A. To display or cause a permit to be displayed or have in the person's possession any canceled, revoked, suspended, fictitious, or fraudulently altered temporary driver's permit, temporary instruction permit, motorized bicycle license, operator's license, or chauffeur's license.
B. To lend that person's temporary driver's permit, temporary instruction permit, motorized bicycle license, operator's license, or chauffeur's license to any other person or knowingly permit the use thereof by another.
C. To display or represent as one's own any temporary driver's permit, temporary instruction permit, motorized bicycle license, operator's license, or chauffeur's license not issued to that person.
D. To fail or refuse to surrender to the department upon its lawful demand any temporary driver's permit, temporary instruction permit, motorized bicycle license, operator's license, or chauffeur's license which has been suspended, revoked or canceled.
E. To use a false or fictitious name in any application for a temporary driver's permit, temporary instruction permit, motorized bicycle license, operator's license, or chauffeur's license or to knowingly make a false statement or to knowingly conceal a material fact or otherwise commit a fraud in any such application.
F. To permit any unlawful use of a temporary driver's permit, temporary instruction permit, motorized bicycle license, operator's license, or chauffeur's license issued.
G. To obtain, possess, or have in one's control or on one's premises blank motor vehicle license forms. (Ord. 44-08, 6-16-2008)
A person shall not knowingly authorize or permit a motor vehicle owned by the person or under the person's control to be driven upon a highway by a person who is not issued a driver's license valid for the vehicle's operation. (Ord. 44-08, 6-16-2008)
No person shall rent a motor vehicle to any other person unless the latter person is then duly licensed according to the laws of the state, or in the case of a nonresident, then duly licensed under the laws of the state or country of such person's residence except a nonresident whose home state or country does not require that an operator be licensed. No person shall rent a motor vehicle to another until such person has inspected the operator's or chauffeur's license of the person to whom the vehicle is to be rented and compared and verified the signature thereon with the signature of such person written in such person's presence.
