7-3-3: COMPREHENSIVE CITYWIDE DISASTER PLAN:
The coordinator of emergency management and emergency planning for the city of Dubuque shall prepare a comprehensive citywide emergency management plan consistent with the state "standards for local disaster planning". (2007 Code § 14-23)
