7-3-2: OFFICE OF LOCAL COORDINATOR:
   A.   Office Created: There is hereby created an office of coordinator of emergency management and emergency planning for the city of Dubuque who shall possess such qualifications as provided in the code of Iowa. (2007 Code § 14-20)
   B.   Duties And Powers: The coordinator of emergency management and emergency planning for the city of Dubuque, under the direction of the city manager and the city manager's supervisory control, shall have the following responsibilities:
      1.   To coordinate and implement all emergency recovery plans.
      2.   To control and direct training efforts.
      3.   To cooperate with the state office of emergency management to carry out the provisions of the code of Iowa as such provisions pertain to the city of Dubuque.
      4.   To maintain a current inventory of emergency use resources from the private sector and state and local governments, including location and availability of such resources.
      5.   To disseminate information and conduct appropriate public relations.
      6.   To supervise necessary supplies, equipment and personnel in the event of disaster.
      7.   To put into force any and all operational plans in the event of any emergency.
      8.   To publish reasonable rules and regulations which are essential to the protection of lives and property.
      9.   To procure the necessary agreements upon the approval of the city attorney for the use of public and private property for the storage of equipment, materials and supplies and for the use of public and private property for shelter and disaster purposes.
      10.   To recommend to the mayor whenever it is necessary that a state of emergency be declared. (2007 Code § 14-21)
