Licenses issued under this chapter or other ordinances for engaging in a business shall not be transferable and shall cease whenever the licensee ceases to operate thereunder. Nothing in this section shall prevent a licensee from operating under such licensee's license, at a place other than that described in the license, provided information regarding such change in location is furnished to the city manager.
