The purpose of this chapter is to encourage the upgrading of neighborhoods by designating revitalization areas in the City in order that the provision of providing exemptions from taxation for qualified real estate assessed as residential properties in those areas is available for individual properties where improvements have been made and to authorize the issuance of revenue bonds for projects consistent with the revitalization plan for the designated revitalization area.
