3-1-2: LICENSE REQUIRED; APPLICATION; ISSUANCE:
   A.   License Required: It is unlawful for any person, firm, or corporation, either as principal or agent, or his servants or employees to conduct or carry on any trade, occupation, or business hereinafter enumerated without first having procured a license therefor from the city clerk, as hereinafter provided.
   B.   Application For License; Issuance:
      1.   Every person, firm, or corporation desiring to engage in any trade, occupation or business hereinafter enumerated in this chapter or this title shall first make application to the city clerk on an application form furnished by the city clerk for a license, and shall pay to the clerk the license fee hereinafter prescribed.
      2.   It is the duty of the city clerk, upon receipt of such application, and fee, if same be deemed satisfactory and acceptable, and upon fulfillment of any other requirements of this code or the ordinances of the city, if any, to issue a license to the applicant.
   C.   Term Of License: All licenses procured above, if they be annual licenses, expire on June 30 following their issuance.
   D.   Taxes And Fees Levied: There are hereby levied and established occupation taxes and license fees, as hereinafter set out, for and on each and every person, business, occupation, profession or trade, or persons, firms and corporations engaged therein, which are carried on, operated, or conducted, within the corporate limits of the city.    E.   Collection Of Fees; License Issuance:
      1.   No license shall be issued hereunder until the required amount therefor has been paid to the city clerk, and each such license so issued shall be signed by the mayor and city clerk, and the corporate seal of the city affixed thereto.
      2.   Such license shall be in suitable form and express the purpose for which it is issued.
      3.   In all cases, an application for a license must first be approved by a designated officer or employee, as specified by ordinance, and the city clerk shall first issue a written application for a license to the applicant who shall present the same to such officer or employee for his approval after which the city clerk shall issue said license upon the payment of the required fee or tax.
