For the purpose of protecting the public health and safety by regulating certain trades and occupations which on account of their nature it is deemed necessary to regulate, the occupation taxes and license fees set out in this chapter and this title are made necessary to cover the cost of licensing, inspecting and policing said trades and occupations and the same are hereby levied for this purpose.
