The board shall be composed of seven (7) members which shall be two (2) members of the city commission and one member appointed by each of the five (5) members of the city commission although no ward residency requirement shall be imposed. Board members shall serve for a term of two (2) years and shall be eligible for reappointment at the pleasure of the city commission. Members of the board shall serve without compensation.
