A judicial review in the district court may be had of any ruling, provision, interpretation, order, requirements, refusal, permit, approval or decision made under the terms of this title. The basis for such review is that action of the planning commission or enforcing official is arbitrary, capricious, or unreasonable and unnecessary. (Ord. 130, 11-1-1977)
