The responsibility of enforcing this title is as follows:
A. City: The code enforcement officer of the city is designated enforcing official and shall make the inspections and investigations necessary for the enforcement of this title within the city limits.
B. County: The code enforcement officer is designated enforcing official and shall make the inspections and investigations within the unincorporated area of the county not included within the jurisdiction of the city.
C. Complaints: Upon receipt of a written, signed complaint upon forms provided by the planning commission or by the appropriate enforcing official, said official shall investigate the complaint and notify the complainant within thirty (30) days of the action taken or decision thereon.
