The provisions of this chapter shall not be construed to relieve from or lessen in any manner the responsibilities of any persons, copartnerships or corporations owning, operating or installing any electrical wiring, apparatus or equipment from damages that might occur to property or persons injured by any defect therein. Nor shall the city or any of its agents have the authority to assume any such liabilities by reason of any inspections that might have been authorized by work or certificate. (1980 Code § 4-46)
