There is hereby adopted by the city, rules and regulations for the construction, alterations, removal and maintenance of electrical wiring and apparatus, including permits and penalties, that certain electrical code known as the national electrical code standard of the national fire protection association, current edition and the whole thereof, and any amendments or supplements thereto, of which not less than one copy has been and now is filed in the office of the city clerk and duly authenticated by the city clerk and the same is hereby adopted and incorporated as fully as if set out at length herein, and from the date on which this section shall take effect, the provisions thereof shall be controlling in the construction, alteration, maintenance or removal of all electrical wiring and apparatus within the city limits.
