In order to protect the health and welfare of the citizens of the city from and after the effective date hereof, the quantity of fluoride in the public water supply shall be controlled in such manner that the amount present in the water served to the public shall be in conformity with the policy, and subsequent changes established by the Oklahoma state board of health.
