If the owner or agent having control of any real property or premises as above described, after having been notified so to do and after the lapse of a reasonable time thereafter, not to exceed ten (10) days, shall fail, neglect, or refuse to comply with the requirements of section 7-5-1 of this chapter, it shall be the duty of the code enforcement officer to cause the work to be done at the expense of the owner of such real property and premises and any expense incurred in the doing of the same shall be assessed against such real property and premises and certified to the county treasurer for collection as are other taxes.
