Existing culverts which become structurally unsafe or are inadequate to carry storm water properly shall be removed and replaced with an adequate culvert in thirty (30) days, upon the receipt of written notice by the street superintendent or city engineer. Material shall be furnished by the property owner. (1980 Code § 19-47)
