All drainage culverts hereinafter installed shall be of sufficient cross section to carry the storm water flowing through them as determined by the design criteria of the city engineer. In no case shall a driveway culvert be less than a twelve inch (12") pipe or a box of equivalent cross section. (1980 Code § 19-45)
