All permits issued for sidewalk construction or repair shall be issued on the condition that the work will be done strictly in accordance with the city ordinances relating to the same, and all persons having any part or interest in any sidewalk construction or repair are charged with and bound by the provisions of this chapter, notwithstanding the same may not be specially set forth in the permit.
