No vehicle shall be allowed to remain standing on any of the paved streets or alleys of the city when the same is causing any injury to the pavement in excess of the ordinary wear and tear. When such injury is apparent to either the street superintendent or any other official of the city, such official shall immediately notify the owner of such vehicle and such vehicle shall be immediately removed to a point where, in the opinion of such officer, damage will not occur.
