7-1-11: CONGREGATING ON SIDEWALK:

It shall be unlawful and an offense for any person or assemblage of persons to obstruct any sidewalk or passage or any street or alley or any walk or any public grounds in the city by congregating or in any way assembling therein or thereon. (1980 Code § 19-14)
