It shall be unlawful and an offense for any person in the city to keep open or leave open any cellar door, manhole or grating of any kind, in or upon any street or sidewalk, or suffer or permit the same to be left open, except necessarily open during the use thereof, and during such time the same shall be properly guarded and protected.
