It shall be unlawful for any person, firm or corporation to park, leave, or abandon, or cause to be parked, left or abandoned, any car, truck or other vehicle which is not then in proper mechanical condition to be normally operated upon any public street, alley, thoroughfare, or other public property within the limits of the city.
