6-1-23: MOTORCYCLES; MOTOR SCOOTERS 1 :
   A.   Riding Restrictions: Any person operating a motorcycle, motor scooter or a motor bicycle shall ride only upon the permanent and regular seat attached thereto, and such operator shall not carry any other person nor shall any other person ride on the vehicle unless it is designed to carry more than one person, in which event a passenger may ride only upon the permanent and regular seat if designed for two (2) persons or upon another seat firmly attached to the rear or side of the operator.    B.   Operation Of Motor Scooters: It is unlawful for any person to operate a motor driven cycle, including a motor scooter or motor driven bicycle, on a street in the city during a time when state law prohibits the operation of such vehicle. (1980 Code § 20-103)
