A. No person shall start a vehicle which is stopped, standing or parked unless and until such movement can be made with reasonable safety.
B. It is unlawful to make a fast or accelerated start from a stop in such manner as to create loud noises or to perform what is commonly referred to as "burning rubber". (1980 Code § 20-91)
