4-1-4: CONTAGIOUS DISEASES:
   A.   Physicians; Duties:
      1.   It shall be the duty of every physician practicing within the city to make a report to the health officer, upon forms prescribed and furnished by the state board of health, of all cases of infectious and contagious disease, as soon as discovered by him or coming to his knowledge. Any failure upon the part of any physician to report within twenty four (24) hours said disease as herein provided, shall be an offense and, upon conviction, shall be punished accordingly.
      2.   It shall be the duty of the physician in charge of such cases to report to the same officer when it is time to fumigate such premises and said fumigation shall be done by the owner or occupant under the direction of the health officer or person authorized by him. (1980 Code § 11-8)
      3.   Every practicing physician in the city shall report within twenty four (24) hours thereafter, the death of any person dying of any pestilential, contagious or infectious disease to the health officer and such report shall state the specific nature and type of the disease. (1980 Code § 11-9)
   B.   Health Certificate: It shall be an offense for any person having or having had any contagious or infectious disease to go about in any public place until he shall have obtained from the health officer, a certificate stating that he has fully recovered from such disease, that the premises wherein he was sick has been properly fumigated, and that he cannot impart such disease to others; or to neglect or refuse to change and purify his wearing apparel before going into any public place; or to so conduct himself as to cause the spreading of the disease.    C.   Destroying Health Notices: It shall be an offense for any person to tear down, destroy, mutilate or deface any sign or notice placed by order of the health officer. It shall be an offense to cover up, conceal or render useless any such notice or to place any obstruction in front of the same. (1980 Code § 11-11)
   D.   Disease Control Authority:
      1.   The health officer shall have power, in case of public necessity, to require all citizens of the city to be vaccinated at such times and places as he shall direct and it shall be the duty of the said health officer to direct that all citizens be vaccinated whenever in his opinion it becomes necessary for the preservation of the public health.
      2.   Notice therefor shall be sufficient to all when given by proclamation, published in one issue of a newspaper having a general circulation in the city or by posting in five (5) public places within the city limits. The expenses for such vaccination shall be a charge against the city. (1980 Code § 11-12)
