4-1-3: CITY INSPECTIONS; PROTECT PUBLIC HEALTH:
   A.   Inspections Of City: It shall be the duty of the health inspector to make or cause to be made an inspection of the city as often as he may deem necessary and at such times as may be ordered by the board of commissioners or city manager for the purpose of examining the sanitary conditions of the city.
   B.   Right Of Entry: The health inspector or any person acting under his direction shall have authority to enter into and examine, at any time, all buildings, places and premises for the purpose of ascertaining the conditions thereof, as far as the public health may be affected thereby, and as necessary in the performance of any city devolving on said officer.
