1-5-2: APPOINTIVE OFFICERS:
   A.   Appointments By Commissioners: The appointive officers of the board of commissioners shall be as follows:
City manager
City treasurer
   B.   Appointments By Manager: The city manager shall appoint and remove all heads of departments and all subordinate officers and employees of the city with the exception of those reserved by the city charter for the discretion of the board of commissioners. (1980 Code § 1-5)
