A. The Water Superintendent may permit use of water from fire hydrants by contractors of private development or public works projects, or by public utilities who are engaged in work on public streets, subject to the conditions of this chapter. A charge shall be paid in advance for use of water from fire hydrants which shall be set by the City Council by resolution (see section 16-1-170 of this chapter).
B. The Water Superintendent may permit use of a device to bypass temporarily a water meter or connection for the use in minor construction purposes. The bypass device shall not exceed one inch (1") in diameter and shall not be used for dust control, irrigation, or earthwork compaction efforts. Contractors found utilizing the bypass device for these purposes may be subject to an additional charge or seizure of the bypass device by the Water Superintendent. A charge shall be paid in advance for use of a device to bypass a water meter or connection which shall be set by the City Council by resolution (see section 16-1-170 of this chapter).
