16-1-170: CHARGES DUE IN ADVANCE:
All water charges and fees shall be paid in advance by the owner who requested the service, except that some charges, other than the base rate, shall be payable after the service is provided. Base rate service charges shall be due and payable on the first day of the billing period for which the charge is made. (1994 Code)
