10-3-140: PUBLIC IMPROVEMENTS:
A.   Duty To Install: Any person obtaining a permit to build or alter any structure upon a lot or parcel which is not improved by required public improvements, such as asphalt, curbs, gutters, sidewalks, park strips, streetlights, culinary and secondary water, sanitary sewer, storm drain and flood control facilities, shall be required to install all such improvements along the street frontage of said lot in accordance with all construction standards, regulations and applicable ordinances of the city. No building permit shall be issued until the requirements of section 10-3-020 of this chapter are completed.
B.   Duty To Repair: Any person obtaining a permit to build or alter any structure upon a lot which is improved by required public improvements shall repair any damage to such improvements occurring as a result of construction activity relating to the permit issuance in accordance with all construction standards, regulations and applicable ordinances of the city. No certificate of occupancy shall be issued until all such improvements are repaired.
C.   Duty To Maintain Site: Any person obtaining a permit hereunder to build or alter any structure upon a lot or parcel which is adjacent to a public street shall take all necessary measures to confine construction debris to the lot or parcel and prevent the tracking of dirt, mud, sand, gravel or other materials onto public improvements. A violation of this subsection which obstructs, covers or obscures the public improvements, causes damage or is likely to cause damage to the public improvements or creates a public safety hazard shall be sufficient cause to issue a stop work order.
