Notwithstanding the provisions of §§ 70.01, 70.02, and 70.03, it shall be unlawful to park or leave standing unattended any vehicle between the curblines of any street or upon the traveled portion of any street in the city during the hours from 3:00 a.m. to 7:00 a.m., Eastern Standard Time, on any calendar day immediately following a calendar day in which two inches or more of snow has fallen in the city by 6:00 p.m., Eastern Standard Time, of the day; provided, however, that the prohibition as contained in this section shall not be applicable to areas from which snowfall has been removed by the City Street Department.
