It shall be unlawful to park or leave standing unattended any vehicle on the streets of the city between the curblines or traveled portion thereof, at any time between the hours of 3:00 a.m. to 7:00 a.m., Eastern Standard Time; provided, however, that the prohibition shall not be applicable during the period from June 1 to September 15, inclusive, except as to the streets or portions thereof on which parking is expressly prohibited by posted official signs on the streets or portions thereof.
